Why a Complete and Accurate Census File Matters for Your Retirement Plan Audit

A well-prepared employee census file is one of the most important building blocks of a smooth employee benefit plan audit. The census file is the core population data for your plan participants. Auditors use it to understand who should be in the plan and they use it to test whether key plan activities and balances were calculated correctly.

Participant census data can directly affect important financial statement elements such as contributions, benefit obligations, and benefit payments. Complete and accurate census data supports correct eligibility, contributions, vesting/service tracking, and benefit calculations.

Key Census Data Points (Common Across Most Plans)

The exact fields will vary across plans. Common participant census data elements auditors often need may include:

  • Employee name and SSN (or employee ID – some firms are moving away from SSNs)

  • Date of birth; hire date; termination/retirement date (as applicable)

  • Employment status (active/terminated/retired/inactive)

  • Total gross compensation for the year

  • Eligible compensation (401(k)/403(b)) or pensionable wages (defined benefit plan)

  • Hours worked (as applicable)

  • Class of employee; job title/job code; location/division (if used for eligibility or allocations)

  • Demographics used in benefit calculations (for example, marital status, gender, spouse date of birth), if applicable to your plan

As this information is often pulled from payroll, HR, your recordkeeper, and/or your actuary, it is important to understand how the data is accumulated and updated across systems and your service providers.

What to Do Each Year (A Simple, Repeatable Process)

  • Reconcile population: Tie the census population to year-end payroll or HR listings to confirm everyone who should be included is included. Reconcile the gross wages to the quarterly Form 941s or Form W-3.

  • Validate compensation/hours: Confirm that eligible compensation (or pensionable wages) and hours or service agree to payroll or timekeeping and match your plan’s definitions.

  • Review key dates/status: Check hire/termination/retirement dates and employment status updates for completeness and reasonableness.

  • Compare to service providers: If you use a recordkeeper and/or actuary, compare their census back to your internal source data and confirm submitted changes were reflected.

  • Keep support: Retain eligibility, census, compensation, and work history records so you can support plan operations and the audit.

Most Common Pitfalls to Watch For

  • Missing employees on the census (often identified by comparing to payroll listings)

  • Hours, compensation, or service fields that don’t agree to payroll or timekeeping or plan definitions

  • Incorrect or missing key dates (hire/termination/retirement) and status changes

  • Recordkeeper/actuary census not updated for changes you submitted

  • Participants left on rolls after death or after benefits should have stopped
